IPPC Permit Application

CPL manufactures coal carbonisation products ranging from smokeless fuels to tars, coke and building products.

ExCAL aided the CPL Cwm Coking Works to complete their IPPC permit application in a number of ways. We have:

  • Carried out a site investigation for the site report - The information provided by a previous site investigation in 1993 was supplemented by additional boreholes from which soil and water samples were analysed. A full site report was prepared for the permit application.
  • Prepared the site closure plan - A major requirement of IPPC permit applicants is to submit a site closure plan, which is able to demonstrate that the installation may be decommissioned safely in its current state. ExCAL were commissioned by CPL to prepare a closure plan for their Cwm Coking Works in Beddau.
  • Conducted noise surveys (including frequency analysis) - ExCAL were commissioned by CPL to determine the existing noise climate around the site boundary of CPL Cwm Coking Works. The Environmental Agency later requested a frequency analysis to assess potential tonal emissions from operations at the works.
  • Conducted ecological surveys - ExCAL conducted Benthic surveys (determining types of invertebrates on the site to determine water contamination levels) in streams both above and below the site, and ecological monitoring of lichens and saplings at strategic locations around the site
Undertaken atmospheric dispersion modelling - Using ADMS 3 and ADMS 3.1, ExCAL prepared atmospheric dispersion models for Cwm Coking Works to determine the annual maximum ground level concentrations (GLC) of various substances.
